EU Energy Ministers Discuss Fuel Price Surges Amid Winter and Global Conflicts

EU Energy Security and Price Challenges

By Julia Payne

Ministers Convene Amid Global Tensions

BRUSSELS, Oct 29 (Reuters) - EU energy ministers will meet on Thursday to discuss energy security ahead of the winter heating season as the wars in Iran, Ukraine and Yemen send oil and natural gas prices soaring.

Impact of Regional Conflicts on Supply

Fighting has damaged refineries across the Middle East and Russia, and hampered oil and gas flows through vital shipping lanes  in the Black Sea, Red Sea and the Strait of Hormuz.

Commissioner Warnings and Affordability Concerns

"We are in a very serious situation now. It does not look like we have a security of supply issue but I would warn against neglecting that," EU Energy Commissioner Dan Jorgensen told reporters on Wednesday. He said affordability was just as urgent an issue, arguing that available supply meant little to households and businesses that could not afford it.

EU Response and Policy Measures

Talks with Refineries and Output Boost

The Commission began talks with European refineries on Wednesday to find ways to boost output, including through the possible easing of some technical specifications.

Emergency Oil Stocks and Western Cooperation

Western powers also agreed this month to accelerate the release of over 400 million barrels of emergency oil stocks after US pressure.

Electricity Bill Reforms and Tax Proposals

EU countries will also discuss a Commission proposal to cut electricity bills through tax and grid fee reforms, such as by taxing electricity at a lower rate than natural gas.

Market Conditions and Storage Levels

Winter Storage and Gas Price Surge

The EU is entering the winter heating season, with stocks at only 75% of available storage , versus 83% a year ago.

European wholesale gas prices briefly touched €100/MWh on Wednesday for the first time since December 2022 when Europe was reeling from the loss of most of its Russian pipeline gas supply. Prices have been rising as the conflict in the Middle East escalated, and are now trading at around triple pre-Iran war levels.

Key Takeaways

  • EU energy ministers met today (October 29, 2026) in Luxembourg to assess the winter 2026‑2027 energy security outlook amid price spikes driven by wars in the Middle East and Ukraine, and supply disruptions.
  • EU gas storage is significantly lower than a year ago—around 72–75% full versus ~83% last year—raising affordability concerns despite no immediate supply crisis. Increased LNG imports, easing storage targets, and refinery output boosts are being explored.
  • IEA coordinated release of 400 million barrels of emergency oil stocks remains a crucial short‑term buffer, while the EU discusses electricity bill relief via tax and grid reforms, and flexibility in technical specs to increase fuel supply.
