Italy Business Leaders Demand Fast-Track Action for Renewable Energy Expansion

Confindustria Calls for Emergency Measures to Accelerate Renewables

Rising Energy Costs and the Need for Swift Action

MILAN, June 16 (Reuters) - Italy's business lobby Confindustria has called for emergency action from the government to speed up the roll-out of renewable energy in the country, which is grappling with much higher power costs than in most of Europe.

The recent increase in gas prices triggered by the Iran war has highlighted the cost for Italian families and firms of the slow development of renewables, and sparked fresh calls for more decisive action to promote green policies.

Leadership and Proposed Solutions

Appointment of a Special Commissioner

Confindustria President Emanuele Orsini urged Giorgia Meloni's government to appoint a special commissioner to oversee the permitting process for renewable projects, along the lines of emergency action taken to ensure gas supplies in 2022.

"Some 4,000 permits for renewable projects amounting to 130 gigawatt must be unblocked... we need a commissioner," Orsini said on Monday at an event in the northern city of Varese.

Risks of Inaction and Calls for a Unified Power Market

The risk of inaction is that manufacturers will leave Italy for countries with lower energy costs, Orsini said, also urging the European Commission to create a single market for power.

Current Energy Mix and European Comparisons

Italy's Heavy Reliance on Gas

Gas, which is more expensive than renewables, accounts for almost half of Italy's electricity production, the highest proportion in the European Union, according to 2025 data by global energy think tanks Ember and the Energy Institute.

Comparison with Spain and France

That compares with around a fifth in Spain and 3% in France's nuclear-dominated system.

Historical Context and Administrative Challenges

Past Emergency Measures

When Russia's invasion of Ukraine in 2022 gave rise to an acute energy crisis, Italy's government appointed special commissioners to speed up the roll-out of new liquefied natural gas terminals and diversify gas imports.

Permitting Hurdles and Local Government Issues

Energy experts say that overlapping competencies between Italy's central government and local administrations is one of the big hurdles slowing down the permitting process for renewables.

Offshore Wind Projects and Future Outlook

Delays in Offshore Wind Farms

Offshore wind farms are among projects that have been worst hit by delays.

Potential Impact of Government Incentives

Offshore wind lobby Aero said in a report last week that the sector could cover around 7% of the national power demand by 2030 if promised government incentives for these projects are unblocked quickly.

Key Takeaways

  • Over 4,000 renewable projects—totaling around 130–150 GW—are stuck in permitting limbo, per Confindustria’s calls for urgent bureaucratic reform (rinnovabili.it).
  • Gas still accounts for over half of Italy’s electricity production (~52%), contributing to the highest wholesale and household power prices in the EU (~€116/MWh wholesale; €0.329/kWh retail) (eunews.it).
  • Offshore wind could supply about 7% of Italy's electricity demand by 2030 if incentives and permitting hold-ups are addressed promptly (assoaero.org).

Frequently Asked Questions

Why is Confindustria calling for emergency action on renewables in Italy?
Confindustria says high power costs and slow renewable development threaten Italy's competitiveness and calls for urgent government intervention.
What measures does Confindustria propose to speed up renewable energy rollout?
They propose appointing a special commissioner to oversee and unblock permits for renewable projects, similar to strategies used for gas supply.
How does Italy's reliance on gas compare to other European countries?
Gas accounts for almost half of Italy's electricity production, much higher than Spain (about 20%) and France (3%).
What are the main obstacles to renewable project permits in Italy?
Overlapping competencies between central and local governments are slowing down the permitting process, especially for offshore wind projects.
How could offshore wind farms impact Italy's energy supply?
If incentivized, offshore wind could provide about 7% of national power demand by 2030.
