Partner Matthew Thurlow brings Clean Air Act and toxic tort experience to the firm’s environmental team
A former litigator for the Environmental Enforcement Section of the United States Department of Justice (DOJ), Matthew Thurlow has joined BakerHostetleras a partner on the environmental team in the Litigation Group. Thurlow comes to the firm from Latham & Watkins LLP.
Thurlow focuses his practice on counseling companies through all phases of environmental enforcement actions brought by the DOJ on behalf of the Environmental Protection Agency (EPA), the Department of the Interior and the Department of Transportation. He routinely advises energy and oil and gas companies on regulatory compliance under the Clean Air Act, the Clean Water Act, and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). He also has significant experience litigating against environmental citizens groups and private plaintiffs in toxic tort, product liability, insurance and employment disputes.
At the DOJ, Thurlow led many high-profile civil enforcement matters, including a $250 million settlement in a Clean Water Act case against a major city and several Superfund cases, and a CERCLA contamination matter on behalf of the Department of the Interior at a historic national monument. In addition, he litigated the first-of-its-kind new source review case under the Clean Air Act against a utility company and negotiated numerous consent decrees and settlements with the EPA and other government entities.

Thurlow received his J.D. from Yale Law School in 2005, and his B.A., with highest distinction, from the University of California, Berkeley, in 2002. While in law school, Thurlow served as an editor of The Yale Law Journal and as editor-in-chief of The Yale Journal of Law & the Humanities. He clerked for Judge Jerome Farris of the United States Court of Appeals for the Ninth Circuit before entering private practice.
