KYIV, Feb 18 (Reuters) - Ukrainian President Volodymyr Zelenskiy said that Russia and Ukraine were close to having a document establishing how any ceasefire to end the four-year war would be monitored, following U.S.-brokered peace talks in Geneva on Wednesday.
Speaking on Piers Morgan Uncensored, Zelenskiy said that progress on 'political' issues had been slower and that the country's leaders could try to hammer out a deal among themselves over the most divisive issue of land.

A monitoring mechanism is a set of processes, tools, and reporting rules used to track whether parties comply with an agreement. In finance and compliance, it can include audits, verification protocols, timelines, and accountable bodies to ensure obligations are met.
A framework agreement outlines principles, scope, and procedures for future, more detailed contracts. It sets how issues will be negotiated and monitored, defining roles, timelines, and verification, often used in trade, infrastructure, and cross‑border cooperation.
Verification and compliance refer to confirming that commitments in an agreement are fulfilled. Verification tests or audits evidence; compliance is adherence to rules. In finance, this includes controls, audits, and independent oversight to mitigate risk and enforce obligations.
