    AMSTERDAM (Reuters) -A Dutch court has upheld the substance of a decision denying asylum to U.S. transgender woman Veronica Clifford-Carlos, the court said in a statement on Monday.

    The court acknowledged that conditions for transgender people in the U.S. had worsened, but that the information provided by Clifford-Carlos did not show they are systematically denied protection or access to essential services.

    She would also need to demonstrate that she personally faces a real risk of persecution, the judge said.

    Next Steps for Clifford-Carlos

    The court has decided to send the case back to the immigration authorities for review because of a procedural error that undermines the basis of the original rejection.

    Clifford-Carlos's lawyer called it "very unfortunate" that the court ruled her client had not provided sufficient proof of risk of persecution, and said they intend to submit new evidence now that the case has been referred back to immigration authorities.
